
A Development Framework for the Waterloo Opportunity Area, in two stages, to be adopted as Supplementary Planning Guidance by London Borough of Lambeth to its revised Unitary Development Plan. The client group includes London Borough of Lambeth, the Greater London Authority, London Development Agency, Transport for London and Network Rail.
The Framework will form part of the new Local Development Document for the borough when that is prepared in accordance with the forthcoming Planning and Compulsory Purchase Act.





The development strategy takes the existing place as its starting point and sets out a vision for radical but realistic change. It is intended that in conjunction with a new cluster of dense mixed use development above and around the station all parts of Waterloo become linked together, including those north and south of the station. To help enable this, a new public space incorporating transport interchange facilities, is proposed at Waterloo Road in conjunction with a dropped Waterloo Station train concourse.
